Apply error when attempting to upgrade NGINX controller update

Summary

Upon attempting to run a helm diff, it appears we are failing to fully template out the controller's configurations:

YAML parse error on gitlab/charts/nginx-ingress/templates/controller-hpa.yaml: error converting YAML to JSON: yaml: line 5: did not find expected key
