Gitaly Cloud Native Container should use GitLab Logger instead of (x)tail

Overview

To enable better structured logging, we are going to replace tail/xtail with GitLab Logger in Cloud Native GitLab containers.

Context

This deliverable is part of the work first described in #2098 (closed) to allow better tagging of logs to improve forensic log analysis within Cloud Native installations.
