Research: Investigate relocation of spec_setup scripts

  I see the following files in the scripts/ directory:

  • ci_feature_spec_setup
  • ci_integration_spec_setup

  These could be moved into the new scripts/ci directory and have their prefixes dropped. If reviewer agrees, I can do that in a separate MR.
