Implement PostgreSQL load balancing options for Geo database

Summary

Spun out from #1004 (closed), we should confirm functionality and expose configuration for database load balancing for Geo nodes.

Current behavior

globals.geo.psql allows only a single host to be provided.

Expected behavior

The Geo tracking database can be configured to use load balancing
