Task runner env var [SSL_CERT_FILE]

Summary

When using certificates.customCAs: my-ca the ca bundle is update by the init container certificates however the backup-utility and s3cmd return ssl error.So we added the env variable SSL_CERT_FILE within (gitlab/charts/gitlab/charts/task-runner/templates/deployment.yaml) as follow:

- name: SSL_CERT_FILE
  value: "/etc/ssl/certs/ca-certificates.crt"

Could you please add it by default in the comming release or make it possible to add extraEnv.
