hooks are not being applied in the correct order

I just attempted to install the chart v3.2.4 via argocd on Azure and I failed miserable multiple times as the sequence of hooks is not performing in the correct order... due to this bug https://github.com/helm/helm/issues/2995#issuecomment-333562340 ...apparently this was introduced with this pull request !151 (merged) I added a not in it as well, I will provide a patch
