CNG: Build a UBI-based version of alpine-certificates image

In the previous demo we tried to run the Chart with UBI-based images. We found out that certificates init container is created unconditionally for most of gitlab sub-charts and it uses alpine-certificates image by default. We haven't released a UBI version for this image.

The image for this init container can be configured via global.certificates.image value.
