Upstream change to stable/grafana to support more configurable dashboard and datasource labels

The stable/grafana chart currently only allows labels to be specified for dashboard and datasource ConfigMaps via static properties. It has been suggested that an upstream change be proposed to use {{ tpl }} in the stable/grafana chart so that the generated release name can be included in the populated label name.
