Specify the least required privileges for GitLab runner

gitlab-runner chart recently added the option to define the RBAC roles in https://gitlab.com/charts/gitlab-runner/merge_requests/112.

Currently GitLab chart enables RBAC creation for runner which by default falls back to doing anything on everything. It needs to be reconfigured so that it uses the least required privileges.
