Deploy gitlab-runner-pod-cleanup as part of chart

Please include this deployment as part of the chart. Right now it's super inconvenient to have whole GitLab (including runners) to be deployed via helm chart, but this specific tool has to be deployed via kubectl.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
