Implement CI & Registry features of this project
Summary
This project is currently "slim", in that is does not have a proper CI pipeline, nor container / package registry from which we can manage to test resulting artifacts. We should implement these, in such a way that this can be developed independantly from gitlab-logger container within the CNG containers that consume it.
