Update Python from 3.9 to 3.13

Summary

Python 3.9 is reaching end of support in October 2025. Given that Python 3.14 us only planned to be released in October 1st of 2025, we'll need to update sooner to Python 3.13, which will still be supported until October 2029.

Acceptance Criteria

• Review our existing documentation/process on how to update Python
  • Create or update the existing documentation to clarify any gaps, including the list of components that are dependent on Python and what projects must be updated
• Create all the relevant issues to ensure Python is being upgraded in all required projects (omnibus, CNG, etc)
  • Complete the upgrade process in all required projects
• Verify if we need to create any backports and create the relevant MRs as needed
