Change alpine-certificates image name to certificates

This is a change we made in CNG, but are still publishing both in gitlab as a mirror. For now I can keep pushing certificates as alpine-certificates. But we should get a new image name setup in dsop, and start pushing both images for a bit.

@SteveTerhar is this something you can get added for us? (Or point us in the direction of how to request this new image)
