Project export creates empty bzip archive

Exporting a repository as .tar.bz2 results in the download of an empty achieve.

Only installations using the Gitaly CNG image are affected.

Cause

In %16.6 the Gitaly base image was changed to gitlab-base, which does not have bzip installed.
