Mention Team When the Issue is Created

This may be related to #16 or #17 (closed).

Currently the retrospective issue is created on the 27th using the scheduled pipeline. However, the team is not mentioned until the 16th when the issue is updated using scheduled pipelines.

We would like to have the the option to have the team mentioned when the issue is created. This allows everyone to contribute to the retrospective issue asynchronously throughout the milestone, instead of waiting until the end of the milestone to contribute.
