Signal goroutines on finishing snapshot

• Adjusts nats queue to be more generic and added a new method for sending snapshot event.
• Add stub logic for moving buffers when snapshot is in progress.
• Add logic to communicate from snapshot manager

Note that the related test doesn't verify behavior yet but the flow is visible via logs.
