Platform: Develop and establish our first set of availability & latency SLOs

With us starting to onboard our first production use-cases for Data Insights Platform, it'd be prudent for us to develop & establish our first set of availability & latency SLOs. To that end, we must also research & setup (within the codebase) what SLIs define those given SLOs.
