Platform: Setup & test TLS connectivity for NATS clusters

It'd be prudent to setup & test TLS connectivity for our NATS deployments. pre-staging cluster would be a good place to set this up and ensure all our applications can communicate with NATS over TLS. This will also allow gathering requirements for when we eventually deploy TLS for NATS on our other target environments.
