Remove titles for confidential project MRs and open the project to public

Description

In order to facilitate timely security reviews, we will need the status reports to be public so that access does not need to be granted to gitlab-jh group for eligible reviewers.

To accomplish this we need to:

1. Redact MR titles for private/confidential MRs in all current status reports
2. Replace MR title with confidential string for private project MRs in the report !6 (merged)
3. Set the project to public
