Translation roadmap

In 14.4 Milestone, We need to make a roadmap as a schedule and priority reference for translation work in the future.

• Draw a roadmap according to the suggestions gathered previously.
• Review together and make a decision about priority.
• Estimate time spend and set up checkpoint.
