Add in Network Policy Updates

Describe the feature

Permifrost can update network policies within Snowflake.

Describe alternatives you've considered

We manually create the network policies within Snowflake. However, it makes sense to have it in a repo with the RBAC polcies. We don't want to use Terraform for network policy and permafrost for RBAC.

Who will this benefit?

This will benefit Snowflake Admins having RBAC and network policies in the same repo. Also, the IPs will be able to be documented with markdown making it easier to identify IPs. In Snowflake right now, the IPs are unidentified making it hard to figure out what applications/users/servers we gave access too.
