Create Users / Roles / Warehouses missing from Snowflake

Describe the feature

In the spirit of CI/CD and all as code it would be good to have a single source of truth and traceability to all snowflake changes. Today warehouses, roles and users need to be added to Snowflake before permifrost is run. We could then run permifrost and drop anything in Snowflake not in Permifrost.

Describe alternatives you've considered

Since we want to traceability to changes, we created a stored procedure where we can tag the creation of users and roles, this allows us to connect the action to a Jira ticket.
