Adds puma log parsing for stderr and stdout

for https://gitlab.com/gitlab-com/gl-infra/infrastructure/issues/8545

This creates a new puma log parser. For now, stderr is a mix of json and non-json. We treat it as json until gitlab-org/gitlab#118821 (closed) is resolved.
