Migrate mirrors to gitlab_project_pull_mirror resource

The mirror attribute is deprecated. We should migrate to the gitlab_project_pull_mirror resource

With that migration we can let the project be managed by our Owner service account again and only manage the mirror resource with the Maintainer service account.
