update restore appreciation days description

This MR makes our R.A.D. description more concise, and changes links to point to a proper search for issues, and a proper non-closed META issue.

It also changes the date, as in google calendar we have a schedule of "every 2nd of the month", not "every last friday".

This MR is itself a part of current R.A.D. (https://gitlab.com/gitlab-com/infrastructure/issues/3631)
