Add section on Product Group OKRs

Why is this change being made?

On the 2022-01-10 Group Conversation Anoop mentioned

We should discuss how we use Team OKRs. We could use them to define a cohesive plan for the Group to work on in the quarter. Each team is challenged by our leadership to improve whatever we measure them on and although these are related, they can often be at odds with each other due to capacity constraints. This activity is to help the team come together and discuss what they are being asked to do and then figure out a compelling cohesive plan to meet those. If it becomes apparent that the team is unable to do all of it - -then you can come back to the leadership and have a meaningful discussion to align on the quarterly goals. It helps team work together, sets appropriate executive expectations. This is a quarterly planning process to facilitate that.

This MR builds on his answer and adds a section to the product handbook that describes the relationship between Shared and Product Group level OKRs and aims to provide the main guideline to focus on when setting Product Group level OKRs.
