Adding Standard Official Rules handbook page for Pilot with UX Research team promotional games

Bronwyn Barnett requested to merge BronwynBarnett-master-patch-34790 into master

Why is this change being made?

As the approvers of the Official Rules for Sweepstakes, we are conducting a pilot program with the UX Research team to allow the team to self-serve and generate standard rules for sweepstakes. This new set of Official Rules has been updated and is for use only with this pilot program, therefore it needs to be hosted in a separate location from the Community Hub Sweepstakes Rules. This specific handbook page will be linked in the abbreviated rules for the pilot sweepstakes.
