Why is this change being made?

This MR clarifies operational priorities for the Enterprise inside sales team. This MR will make expectations more clear for current ISRs, new ISRs, as well as the teams we work with. This is an MVC and will be developed and iterated on as the Enterprise-ISR charter evolves.

Thanks to the COMM-Sales team and Ryan O'Nell for the inspiration. Long-term, I would like to create a certification path for ISRs similar to the Required 7 cert in the commercial org. This is the start.
