Why is this change being made?

Currently, the link to the Third Party Risk Management handbook is broken. Indeed, it leads to https://about.gitlab.com/handbook/security/handbook/engineering/security/security-assurance/security-risk/third-party-risk-management.html.

So I fixed the issue by defining the absolute path (adding /) at the beginning of the link.
