New product badges (replaces CE, EES, EEP, EEU)

What this MR does

Closes #1902 (closed)

• Updates all badges on release posts, /features/, and /comparison/
  • Replaces "CE, EES, EEP, EEU" with "Libre, Starter, Premium, Ultimate""
  • Replaces the tooltip titles "GitLab Community Edition" and so on with "Available for self-hosted Libre users", "Available for GitLab self-hosted Starter users", and so on.

Note that this MR replaces all badges in release posts (9.2 forward). Nothing changes for release posts 9.0 and 9.1.
