Add observability section to container registry details page

Why is this change being made?

This MR adds information about observability to the container registry category page. The content has been previously reviewed in gitlab-org/ci-cd/package-stage/onboarding!15 (merged). Instead of adding the content to the Package onboarding issue template, we decided to add it here and then link to it from there.
