Adding new CS Programs Research Template link

Why is this change being made?

The TAM team has a new template TAMs can use to ask good questions of customers and come up with much more robust program content. I've taken that template - CS Programs Research Template and created an issue template that they can use.

This will likely need additional iteration as we use it more, as the source template is also new.

I've added instructions, a new heading (for easy searching), and a link to the CS Ops issue list so they can easily create a new issue with the template.
