Re-add OOO Handover workflow

Why is this change being made?

Create a workflow which uses Zendesk as the SSOT for tickets that need attention when a support engineer goes on PTO.

The support engineer is no longer tasked with finding a team member to hand the ticket over to. In order to promote collaboration with this in mind, the support engineer going on PTO should leave notes on the ticket for the next engineer who will pick up the ticket.

The workflow was previously reverted as it had not gone through the communications and change management plan.
