Add UXR assignments to handbook

Why is this change being made?

This MR proposes adding a table to the UXR handbook page with the UXR team assignments.

This proposal is inspired by the Technical Writers assignment section of the handbook.

When planning collaboration with researchers, I often find myself trying to figure our which UXR is assigned to a stage group. Not every team member specifies their assigned stage group in their GitLab profile or team pages, making it difficult to trace the correct counterpart for a stage group.

For example, I could not find anywhere in the handbook, team page, or gitlab profile which particular group/categories/product area Michael Oliver covers. See diff.

I'd like us to consider having an easy-to-find and easy-to-maintain way of finding out who is the UXR person for a team.
