Add information about Allocadia workaround and issues to track budget to Community Ops page

Why is this change being made?

This MR adds information about our current Allocadia workaround and how we use issues and epics to collaborate on our budgets plans to the Community Ops handbook page.

As part of this MR, a new issue template was created: quarterly_budget_plan.

In a future iteration, we may want to add a budget epics archive section or something where we have a list of epics we can reference in future years. We may also consider creating new labels to make the tracking / finding process easier.
