refine tiering criteria language

Why is this change being made?

This change removes the word "significant" from one of the critical system tiering criteria definitions. The change is being made in order to ensure the tiering of critical systems is appropriate. The word "significant" resulted in some key systems being classified as non-critical. As an example, ADP is utilized for Payroll. If ADP had an outage, there wouldn't necessarily be a significant impact to GitLab operations or the ability for gitlab to continue business, however, Payroll is a critical business process that has downstream impacts to to things like financial reporting (and therefore, SOX).
