Add JupyterLab instruction to a handbook (in a Data Science page)

Why is this change being made?

Added link to the instruction of JupyterLab setup to handbook as per this issue. It will help others find it easily. Instruction has been written here and both Kevin and myself tested it and it works.

Also, removed instruction to DataLab and provided reasons why DataLab will not be used by our team.
