Add low email culture to Emails section of communications page

Why is this change being made?

Added that team members generally prefer other modes of communication over email. This was informed by a discussion with Sid on 2021-07-02 as well as this slack thread on #all-caps: https://gitlab.slack.com/archives/C01BC085AVB/p1623441548199300
