Why is this change being made?

Request from Sid to link to the transparency benefit quantification from June 2021, in order to share more context around "transparency is most valuable if you continue to do it when there are costs" (https://about.gitlab.com/handbook/values/#transparency-is-most-valuable-if-you-continue-to-do-it-when-there-are-costs).
