Fix code-review "how to become a maintainer" URL anchor
Why is this change being made?
While reading https://about.gitlab.com/handbook/engineering/workflow/code-review I noticed a broken URL anchor that is referenced in several places throughout the codebase.
It became https://about.gitlab.com/handbook/engineering/workflow/code-review/#how-to-become-a-project-maintainer in 8e679091
This MR updates all references to this anchor.
