Update website handbook w/ process for CMO review of key changes

Why is this change being made?

During the Egroup offsite the changes to the marketing website navigation came up, with questions around the efficacy of particular changes. While the changes in question have had no negative effect, there is a need for great visibility and review of the decision-making process for releasing updates that could directly impact revenue, conversion, etc.

This MR is to improve our process and communicate with the CMO around major site changes, so they have a chance to review the hypothesis and data used for decision making and approve or redirect action. The goal is to clearly describe when and how this is needed, so that the Digital Experience can continue to iterate with minimal friction but also have appropriate check points.

For example changes to .gitlab-ci.yml, JavaScript/CSS/Ruby code or the layout files. (this requirement has been removed pending identification of a new DRI for the handbook)
