WIP: Backend developers on Tier 2 production support

@edjdev @ayufan @smcgivern @DouweM @ernstvn This is what I'm proposing for backend teams. I count 27 people who could be assigned to help production engineers with backend-related issues. There are only 7 in the America time zones at the moment, which will make things a little more challenging from a scheduling perspective.
