Update workflow to leverage Design tab

Highlight the fact that we want to use the Design tab

• Add explicit line to say "Design tab" instead of only referencing design management
• Talk to the fact that we will be archiving concept designs once we have aligned on a proposed solution
• Remove the Solution area because in practice the Proposal section is the solution and it feels artificial at the moment to add another section called Solution.
