Fix team.yml link in the handbook

Orit Golowinski requested to merge ogolowinski-master-patch-40141 into master

Why is this change being made?

The team.yml file has been broken down into a new structure by person and separated into the first letter of their name. The link on the handbook currently links to a non existing link
