Update communication guidelines; graphs/data should be clear, descriptive, well-labeled
Why is this change being made?
Lack of clear, exhaustive labeling in data and graphs hinders async meeting preparations. Per the e-group call, this MR adds additional communication guidelines to ensure data is easy to understand, even when readers do not have the full context.
