Various Updates to the Handbook - WC/WS and Campaign Tag Creation

Why is this change being made?

Changes in this MR

• Removed the Pre-Event Survey Instructions for Workshops - Discussed with the global FMC team and we no longer utilize these surveys for the workshops.
• Added instructions to include Allocadia ID in addition to campaign tag when requesting accounting create tags in the main issue versus a procurement issue.
• Changes to the workshop capacities
• Updates to Pathfactory details
