Adds more info on spikes for Pipeline Authoring

Sam Beckham requested to merge pipeline-authoring-retro-13-10-spikes into master

This change adds a step to the guidelines for using spikes. tl;dr: Add both front and backend engineers to spikes.

Why is this change being made?

After the Pipeline Authoring 13.10 retro, it was noted that engineers were left out of a spike issue. This change should prevent that from happening.
