Move docs release process to handbook

Evan Read requested to merge eread/move-docs-release-process-to-handbook into master

Why is this change being made?

Because publishing a specific docs version can only really be done by the team (or is only expected to ever be done by the team), moving the process out of the "contribution" docs and into the handbook.
