Added reporting limitations to the handbook
Closes: https://gitlab.com/gitlab-com/marketing/corporate_marketing/corporate-marketing/-/issues/4176
Why is this change being made?
This update provides details on some of the nuances behind reporting for social media. These are important for context or when a team member asks a question about something that we can't do or do quickly. Having this in the handbook makes it easier to remember with a place to reference.
