Correct full usages of ROI

This corrects the phrase *'return of investment' to 'return on investment'. Misusing this phrase might lead readers to conclude that we don't understand it.

  • Added a description to this MR explaining the reasons for the proposed change, per say-why-not-just-what
  • Assign this change to the correct DRI
